In San Francisco, two police inspectors are on the case when a rogue taxi driver, with the help of a rogue porter, manages to st eal the suitcase of an antiques collector before running down a cop, whose dying gesture is to shoot the cabbie dead. The inspectors discover that a statuette in the suitcase contains heroin. Meanwhile, a psychopathic gangster, his malignant mentor and their dipsomaniac driver have the job of picking up the other heroin shipments, hidden in the luggage of unsuspecting travelers.
